A new affordable housing project has been proposed for 9704 South Broadway in the Broadway-Manchester neighborhood of South Los Angeles. The development is a joint effort between Logos Faith Development and California Lutheran Homes, built on land owned by Holy Trinity Church. JZA Architecture is leading the design.
Named Holy Trinity Apartments, the five-story building will feature 67 one-bedroom units reserved entirely for low- and moderate-income households. No on-site parking is planned.
The project is being processed under Executive Directive 1 (ED1), a Los Angeles initiative that allows 100% affordable housing developments to undergo streamlined, ministerial approval. It also qualifies for California’s State Density Bonus Program, which provides incentives—such as additional height or reduced setbacks—for fully affordable projects.
The proposed design presents a clean, contemporary facade composed of two contrasting volumes. The left side features a vertically textured gray exterior with narrow windows and a cylindrical tower element. The right side is defined by smooth white cladding and evenly spaced windows. A bold vertical orange stripe displays the building’s name and acts as a visual divider. Ground-level glazing suggests an open and active frontage, complemented by pedestrian-friendly landscaping.
The building is currently in the planning phase, with preliminary filings submitted. No construction start date has been announced.
