Affordable Housing Coming To 744 South Kern Avenue in East Los Angeles

A new affordable housing project has been proposed for development at 744 South Kern Avenue in East Los Angeles. The project proposal includes the construction of an affordable housing complex offering 95 units. The project calls for the demolition of the existing commercial structures on the site.

Hollywood Community Housing is the project developer.

Named Casa del Luz, the project will bring 95 units available as affordable housing.

Los Angeles County and Hollywood Community Housing Corp will jointly apply for up to $50 million in state funding for the project.  The application seeks funding through California’s Affordable Housing and Sustainable Communities, which is expected to award $675 million in total funding this year. The Casa del Luz project is seeking $35 million in loan funding, as well as a $15 million grant for housing-related infrastructure and transportation projects.

These funds will also help to finance transit, bike, and pedestrian improvements such as 1) context-sensitive bike lanes to enhance connectivity to transit; 2) improvements to make the areas around the housing developments more pedestrian-friendly; 3) urban greening in the communities surrounding the development; and 4) funding for the purchase of Zero Emission Battery electric buses.

The project is in progress and is anticipated to have its entitlement and environmental review process by March 2024. The project site is located toward the north of Whittier Boulevard. The estimated construction timeline has not been announced yet.
