Architecture and Site Planning Take Shape at 401 Rosecrans Avenue in Manhattan Beach

Vertical construction has reached its apex for a new multifamily residential development at 401 Rosecrans Avenue in Manhattan Beach, where framing is now complete for a four-story apartment building occupying a long, sloped parcel near the city’s northern edge.

The development is led by Frank Buckley. BSB Design is serving as architect for the project.

The project, known as Highrose El Porto, is arranged as a linear residential block stepping along Rosecrans Avenue. Plans call for 79 studio, one-, two-, and three-bedroom apartments positioned above a two-level subterranean parking structure with capacity for 127 vehicles. Residential floors are organized to take advantage of the site’s depth, with circulation cores distributed to serve clustered units and outdoor spaces.

Architectural drawings depict a contemporary building articulated through a combination of recessed balconies, horizontal floor plates, and varied facade treatments. Upper levels incorporate multiple terrace decks, while a pool and landscaped rear yard are positioned to the interior of the site, buffered from the street by the building mass. The design emphasizes outdoor amenity space as an extension of the residential program rather than as a singular rooftop feature.

The building’s massing and unit count are enabled through the use of density bonus provisions, which allow additional floor area beyond base zoning allowances. Within that framework, six apartments are designated for very low-income households. The density bonus parameters informed both the scale of the structure and the configuration of residential floors, balancing unit yield with open space and parking requirements.

Located along a wide arterial at the boundary between Manhattan Beach and El Segundo, the project addresses Rosecrans Avenue with a continuous street-facing frontage while concentrating vehicular access below grade. As construction progresses beyond framing, exterior enclosure and finish work are expected to further define the building’s architectural expression.
