Permits have been issued for redevelopment at 11218 West Califa Street, where a former single-family parcel in North Hollywood is approved for a mid-rise affordable housing project designed without on-site parking. The proposal replaces low-density residential use with a five-story apartment building organized entirely around housing rather than vehicle storage.
The project, developed by HVN Development, calls for 76 one- and two-bedroom apartments arranged across five residential levels. By eliminating parking from the program, the building is able to maximize residential floor area on a constrained lot, allowing all available volume to be dedicated to housing and circulation rather than ramps or garage space.
All of the apartments are designated for low- and moderate-income households, with the project utilizing density bonus provisions and Executive Directive 1 streamlining to advance construction. The absence of parking aligns the development with transit-oriented and infill housing strategies that prioritize unit delivery over automobile accommodation.
Architectural plans prepared by Stockton Architects depict a contemporary mid-rise structure with a stucco exterior and a vertically stacked residential layout. Windows and facade articulation are distributed evenly across the elevation, reinforcing a consistent residential expression without podium levels or parking screens.
Once built, the project will introduce a parking-free affordable housing block to a previously single-family site, illustrating how increased residential density can be achieved through compact design and program prioritization on small urban parcels in North Hollywood.
