Construction is nearing completion on a new supportive housing development at 9426 South Normandie Avenue in the Westmont neighborhood of South Los Angeles. The project is being developed by the Coalition for Responsible Community Development in partnership with Little Tokyo Service Center, bringing new affordable housing to an under-served corridor. The project rises three stories at the southwest corner of Normandie Avenue and 95th Street, replacing a former vacant commercial parcel.
The three-story building will feature 57 apartments, including 56 single-room occupancy units and one manager’s unit. All residential units are designated for households earning at or below 30 percent of the area’s median income (AMI), with long-term affordability secured through a 55-year covenant

The building will include limited on-site parking for six vehicles, bicycle storage, and ground-floor common areas. Construction is financed through Low-Income Housing Tax Credits and multiple state and local housing programs, including No Place Like Home (NPLH) and the Affordable Housing Trust Fund (AHTF) administered by the Los Angeles County Development Authority
Each unit is supported by HUD Section 8 project-based vouchers, ensuring long-term rental assistance for residents experiencing housing challenges or living with disabilities.
The design is by Dreyfuss + Blackford Architecture. It features a clean, contemporary exterior articulated with alternating vertical bays and accent panels in muted earth tones. Renderings show a mix of white and wood-textured cladding, paired with olive-green accent panels that frame the residential windows. A transparent ground floor lined with storefront glass creates an open street presence, while landscaped setbacks and new street trees introduce greenery along the sidewalk. The upper floors are stepped back slightly to reduce bulk and provide small shared terraces for residents. The structure is designed with energy-efficient systems and built to exceed Title 24 performance standards, consistent with sustainable-building requirements attached to its state financing.
According to the California Tax Credit Allocation Committee, rents are projected to average $662 per month, inclusive of utilities.
Residents will receive wrap-around case management and supportive services coordinated by CRCD and LTSC, including job readiness, behavioral health support, and life-skills programming. A dedicated on-site case manager will maintain a minimum one-to-one-hundred resident ratio, as required by the project’s funding conditions.
The development site sits within walking distance of a recently completed pocket park at 95th Street and Normandie Avenue, continuing a wave of small-scale revitalization efforts along the corridor.
