Construction planning continues to advance for a new residential development at 5110 Washington Boulevard, where a long vacant Mid City parcel is set to be replaced with a fully affordable, mid-rise building. The site sits on a stretch of Washington that has quietly become an early corridor for Executive Directive 1 projects, with several similar proposals moving through the approval process this year.
Orion Capital is listed as the project developer. JPark Architects is designing the development.

The project is approved for six stories with 124 apartments. All units are slated for affordable households, reflecting the development team’s recent shift from student housing toward income restricted infill across Central Los Angeles. Plans also include parking for 50 vehicles in a podium structure at the base of the building. City records show that Orion used Executive Directive 1 to streamline approvals, allowing the project to move forward without the typical discretionary review timeline. The directive also permits modest increases in residential capacity, which helped shape the program of one and two bedroom layouts that make up the building’s unit mix.
Renderings reveal a clear color block composition that organizes the massing into stacked, legible zones. Renderings illustrate recessed balconies, a linear façade pattern, and a blend of white, dark gray, and green accents. At street level, the entrance is framed by a broad frontage along Washington Boulevard, where ground floor circulation and planter areas form the public edge.

The project occupies a transitional site between older commercial buildings and low scale residential streets to the south. Its scale and placement reflect the ongoing evolution of Washington Boulevard, where mixed income developments are beginning to replace underutilized lots as the city accelerates ED1 driven production.
As the proposal advances through final permitting, 5110 Washington Boulevard represents one of the larger fully restricted affordable projects planned in Mid City, adding new housing options in a neighborhood where most recent construction has been market rate.
