A small condominium project has been approved at 817 16th Street, introducing new for-sale housing just south of Montana Avenue in Santa Monica. The proposal replaces an existing residential structure with a low-rise development that adds density while remaining scaled to its surrounding neighborhood.

The project is being developed by Whitecap Projects, with architectural design by Breakform Design.

Plans call for a four-story building containing eight condominiums with one-, two-, and three-bedroom floor plans. Parking is provided for seven vehicles, exceeding minimum requirements for a project of this size. As part of the approval, two of the homes will be restricted for low- and very low-income households, integrating affordability into an otherwise market-rate condominium program.

Renderings depict a contemporary structure composed of stepped volumes rather than a single monolithic form. Recessed upper floors, softened corners, and selective use of curvature are employed to reduce the perceived mass of the building, while material changes distinguish solid portions of the façade from carved-out terraces and balconies.

The project reflects a broader pattern of incremental residential infill in Santa Monica’s low-rise neighborhoods, where modest increases in housing supply are being accommodated through design review rather than large-scale rezoning. By concentrating eight homes on a previously developed site near local amenities, the development adds housing diversity without altering the area’s prevailing scale.

It advanced through review by the Santa Monica Architectural Review Commission, which recommended conditional approval following staff evaluation. The estimated construction timeline has not been revealed yet.
