Plans are moving forward to redevelop a publicly owned site at 4206 Admiralty Way in Marina del Rey with a new affordable housing project, following recent action by the Los Angeles County Board of Supervisors. The proposal would replace an existing surface parking lot with a residential development, marking a significant shift in land use within the unincorporated coastal community.

Under the plan, Los Angeles County has entered into an exclusive negotiation agreement with Mercy Housing California to advance the project. Preliminary concept materials outline a seven-story building containing 120 apartments, offering a mix of one-, two-, and three-bedroom units. Approximately 2,250 square feet of ground-floor commercial space is also proposed, activating the street frontage along Admiralty Way.

All of the apartments would be restricted to moderate-, low-, and very low-income households, with 25 percent of the units reserved for residents with intellectual or developmental disabilities. The development would be situated on a roughly two-acre site and is planned to incorporate a substantial amount of open space, including a 9,000-square-foot community garden, terraced outdoor gathering areas, and improvements to an existing pedestrian pathway bordering the Oxford Basin.

The project stems from the Marina del Rey for All initiative, adopted in 2022, which increased the community’s affordable housing requirement from 15 percent to 30 percent for new residential development. The policy specifically encourages the use of publicly owned land to expand access to affordable housing while maintaining public access to coastal amenities.

If the negotiation process proceeds as anticipated, the project would move into design refinement and environmental review in subsequent phases. Once delivered, the development at 4206 Admiralty Way would add a substantial number of deed-restricted affordable homes in Marina del Rey, contributing to countywide efforts to expand housing access in high-opportunity areas.
