Plans filed with the Los Angeles Department of City Planning outline a six-story residential building proposed for a mid-block parcel along Pico Boulevard in Sawtelle, replacing a vacant lot with a Transit Oriented Communities Tier 3 infill project.  The development, located at 12240 West Pico Boulevard, is designed as a 36-unit apartment building with a single level of subterranean parking.

Residential units are distributed across studio, one-bedroom, and two-bedroom layouts, with all housing located above a podium level that accommodates building services and parking access. Parking plans show 28 vehicle spaces, including electric vehicle charging infrastructure, along with long-term and short-term bicycle parking.

Architectural plans depict a contemporary podium structure articulated through stepped massing and layered facade treatments. The building rises six stories above grade, with residential floors set back at the upper level to comply with transitional height requirements. Street-facing elevations show projecting balconies and recessed window bays, while the east elevation along Pico Boulevard emphasizes vertical circulation elements and fire separation requirements.

The ground floor is organized around a residential lobby, gym, management office, and service areas, with vehicle access routed to the subterranean garage via a rear alley drive ramp. Above, typical residential floors are arranged along a double-loaded corridor, with two enclosed stairwells and an elevator core providing vertical circulation throughout the building.

Outdoor open space is concentrated on the roof level, where plans show multiple landscaped decks and planter areas designed to satisfy required open space calculations. Additional private balconies are provided on upper floors, supplementing shared amenity areas without introducing ground-level courtyards.

The project requests density and height allowances under the city’s Transit Oriented Communities program. In exchange, four apartments are designated as affordable housing units, meeting Tier 3 requirements for very low-income households.

If approved, the project would introduce a mid-scale residential building consistent with recent multifamily development patterns along Pico Boulevard, reinforcing the corridor’s shift toward transit-adjacent housing while maintaining a compact site footprint.
