The proposal targets a single parcel currently occupied by a detached house and would introduce a compact multifamily structure designed specifically for elderly residents.
Plans on file with the Los Angeles Department of City Planning list the applicant and developer as Akhilesh Kumar Jha. Architectural services are credited to F Design and Green Origin Designs as landscape architect.

Project filings describe a 40-unit building organized without on-site automobile parking. The development is classified as residential care housing and is structured around shared interior circulation and common spaces rather than individual drive access. Plans indicate that the building mass is arranged to maximize usable floor area within the lot while maintaining a straightforward rectilinear footprint.
The project relies on density bonus entitlements to permit its proposed scale. In exchange, eight of the residential units would be reserved for low-income households. The approval also allows deviations from standard zoning controls that would otherwise constrain the site, including reductions in setback requirements, parking minimums, and floor area limitations.
Architectural materials submitted to the City show a contemporary exterior with limited articulation and recessed balcony elements. Upper levels are capped with rooftop terrace space intended for shared use by residents. Access to the building is provided directly from Polk Street, with internal vertical circulation connecting residential floors and common areas.
Located in a low-density residential area of Sylmar, the project reflects a targeted housing typology intended to serve an aging population within an existing neighborhood fabric. Construction timing has not yet been announced.
