A six-story residential building containing 214 apartments is proposed for 2155 East Colorado Boulevard in Pasadena, introducing a substantial affordable housing development along the East Colorado corridor. The project would replace existing commercial structures previously occupied by auto-oriented businesses.

The development, proposed by Meta Housing Corp., is designed as a mixed-income affordable community with the exception of two market-rate manager’s units. The majority of apartments would be reserved for low-income households, with additional units set aside for very low- and extremely low-income renters. The proposal utilizes state density bonus provisions to permit a building envelope exceeding what base zoning would otherwise allow.

Architectural plans prepared by Studio One Eleven depict a contemporary structure organized into articulated volumes along Colorado Boulevard. The building mass wraps the corner of Colorado Boulevard and Grand Oaks Avenue with a rounded façade element that softens the intersection. Upper floors feature vertically aligned punched window openings, recessed façade breaks, and subtle material shifts to distinguish individual volumes within the larger composition.

Ground-floor glazing lines the street edge, reinforcing pedestrian engagement along Colorado Boulevard. Landscaping and street trees are integrated along the frontage, framing entries and softening the building’s base condition. Parking for 109 vehicles would be accommodated within the structure.

The project, identified in plans as Colorado Grand Oaks, is scheduled for preliminary consultation before the Pasadena Design Commission. No formal vote has been scheduled at this stage of review.

Meta Housing Corp. is currently developing several other affordable housing communities across Los Angeles County, including projects in Warner Center and Long Beach. If approved, the Colorado Boulevard proposal would introduce 214 deed-restricted units along one of Pasadena’s primary commercial corridors.
