City Ventures is moving forward with plans for a 32-unit townhome development at 9903 Flower Street in Bellflower. The proposal would introduce a collection of three-story for-sale residences on a 1.1-acre site south of the former Pacific Electric right-of-way.
The site plan distributes the homes across four low-rise structures aligned in parallel rows, organized around shared circulation lanes and landscaped setbacks. Each structure would rise three stories and contain multiple attached townhomes configured with private entrances and two-car garages. The units are designed as three-bedroom layouts ranging from approximately 1,335 to 1,558 square feet.
The development would require a general plan amendment and zone change to accommodate residential density on the site. In addition to the primary parcel at 9903 Flower Street, the City of Bellflower is evaluating rezoning for adjacent properties at 9855 and 9915 Flower Street, though no specific development proposal has been submitted for those parcels.
The project layout organizes buildings in parallel rows separated by 26-foot-wide drive aisles, with landscaped setbacks buffering the perimeter. Open space areas are distributed throughout the site, and vehicular access would be provided from Flower Street.
The site is located east of Bellflower Boulevard and immediately south of a corridor currently used as a bike trail along a former rail alignment. If approved, the townhome development would introduce new low-rise ownership housing within a primarily residential section of Bellflower.
