64-Unit Affordable Housing Development Planned at 15302 Rayen Street in North Hills

A proposed development at 15302 Rayen Street in North Hills is centered on delivering housing targeted to households at the lowest income levels, with units reserved for renters earning up to 30 percent of the area median income. The project combines residential space with on-site support services, positioning the building as both a housing and program-driven development.

The project is being designed by AC Martin, with Walton Construction Services serving as the general contractor. Resident services are planned to be provided by Penny Lane Centers.

Plans call for a four-story structure containing 64 apartments, with a mix of studio, one-, two-, and three-bedroom layouts. The range of unit types introduces flexibility within the building, accommodating different household sizes within a single affordable housing project.

In addition to residential space, the project incorporates areas intended for resident use and support functions. These include indoor shared rooms and program spaces, along with outdoor deck areas distributed across the building. A parking garage with 43 spaces is also included as part of the ground-level program.

Renderings depict a contemporary structure with a rectilinear form and a combination of solid and recessed volumes. Portions of the ground floor are set back beneath the upper levels, creating covered entry conditions and shaded walkways along the street edge. The façade is composed of smooth wall surfaces, inset balconies, and vertically proportioned window openings that establish a consistent pattern across the elevations.

The development has secured public financing support as part of a broader funding structure, contributing to an estimated total project cost of approximately $59 million. The site is located along Rayen Street in North Hills, where additional residential development activity is occurring nearby.
