Construction has begun for a new residential project at 609 North Spurgeon Street in Santa Ana. The project proposal includes the development of an affordable residential building with mixed-use spaces reserved for households earning between 30 to 60 percent of the area’s median income.

Orange County-based developer National CORE broke ground on the project. Santa Ana United Methodist Church is the property owner. SVA Architects is managing the design concepts and construction.

Named Legacy Square, the project will rise next to a future streetcar shop, replacing two existing buildings. The project will bring ninety-three apartments offered as a mix of one-bedroom, two-bedroom, and three-bedroom apartments. A ground-floor flex space measuring an area of 1,750 square feet will be designed along with a 3,800 square-foot community room. Mercy Housing will provide on-site supportive services.

Renderings reveal building designs in Mission Revival styles. The facade is designed in smooth stucco, brick veneer, and metal, complimenting the surrounding properties. Landscaped open spaces, a courtyard, and a street-facing plaza will also be designed.

Funding for Legacy Square includes roughly $35.5 million in tax-exempt bonds issued earlier this year by the California Statewide Communities Development Authority. Other funding for the housing complex includes a $15-million grant from the California Strategic Growth Council.

A three-year construction timeline has been set for Legacy Square. Located at Santa Ana Boulevard and French Street, the project site is the first of the five developments on which National CORE has partnered with religious institutions to build housing on church-owned land.
