Construction has reached the framing stage on Elio, the first phase of the Central Pointe mixed-use development at 1801 East Fourth Street in Santa Ana. The phase will contain 325 apartments and is being developed by Ledcor, with KTGY responsible for the architectural design and Westport Construction serving as general contractor. Recent updates from Westport document continued vertical progress across the Phase 1 site.
Westport describes Elio as a five-level Type III-A residential structure with ground-floor retail and restaurant space along Fourth Street. The first phase is organized around four open-air courtyards and an additional central courtyard. Westport lists the construction value for this portion of the development at $109 million.
Elio represents approximately half of the larger Central Pointe plan. The city-approved development ultimately allows 644 apartments across two buildings, together with 15,130 square feet of commercial space and 1,318 vehicle parking spaces. Approved plans place five levels of residential construction around seven-level parking structures, with rooftop amenity areas positioned above portions of the garages.
The submitted rendering shows the Fourth Street frontage broken into a series of contrasting building sections rather than a continuous uniform elevation. Dark wall surfaces alternate with lighter horizontal bands, while projecting rooflines and stacked balconies introduce additional depth above the storefront level. Transparent railings open the residential balconies toward the street, and the commercial frontage is shown beneath a line of palm trees and landscaped planting beds. City planning documents identify the approved exterior palette as including metal siding, stone veneer, simulated wood siding, fiber-cement siding and panels, stucco, metal and glass railings, and aluminum storefront systems.
The street-level plan extends beyond the commercial tenant spaces. City approvals require the Fourth Street storefronts to retain commercial use through both levels of their full-height volumes, while a public plaza is planned at Fourth Street and Cabrillo Park Drive with outdoor seating and landscaped areas. Ground-floor apartments along Cabrillo Park Drive are designed with individual doors and patios facing the street. The broader site plan also includes publicly accessible open space and a linear park intended to connect with the existing trail toward Mabury Park.
Central Pointe was approved under Santa Ana’s Metro East Mixed-Use Overlay, where the property carries a District Center General Plan designation. The project was originally entitled with Waterford Property Company representing Park Center Santa Ana Associates, L.P., before Ledcor acquired the development site in 2022.
After earlier entitlement extensions and financing delays, the city announced the start of construction on Elio in 2025 and identified a roughly 28-month construction period for the first phase. A separate completion date for the remaining phase of the 644-unit development has not been specified in the sources reviewed
