A former surface parking lot at 3863 West Carson Street in Torrance is being transformed into Soto, a 200-unit residential development occupying approximately 2.83 acres near Del Amo Circle West. City records describe the project as a five-story apartment building accompanied by a separate multilevel parking structure, replacing a site that previously served neighboring commercial properties.
The residential building is planned at approximately 234,928 square feet, while the parking structure accounts for another 169,946 square feet. The garage will contain 440 vehicle spaces and is topped by an amenity level. Legacy Partners is the project developer. AO is serving as architect, with Westport Construction handling general contracting.
The apartment mix includes studios through two-bedroom layouts. Project documents also identify two landscaped courtyards, co-working areas, resident common spaces, a fitness center, and a rooftop pool and amenity deck. The parking structure includes a partial subterranean level, allowing much of the residential mass to wrap around the garage rather than presenting the parking structure directly along the primary street frontages.
The rendering shows a five-story composition organized around alternating light and dark wall surfaces, broad window openings, and recessed balconies. Large rectangular frames divide the elevations into distinct sections, while changes in parapet height break up the roofline. At the corner, vertically stacked balconies are set within a projecting frame, creating one of the more prominent architectural elements visible in the design. Palm trees, landscaped planting areas, and widened pedestrian edges are shown around the building perimeter.
The City of Torrance approved the project’s Sustainable Communities Environmental Assessment in 2023. Planning records place the property at Carson Street and Del Amo Circle West, approximately 400 feet from Hawthorne Boulevard and within roughly 500 feet of the Carson/Hawthorne transit hub, where multiple Torrance Transit and Metro routes operate.
Construction has since advanced through completion of the building framing. Legacy Partners has identified summer 2027 as the anticipated completion period for Soto.
