Construction of a substantial new housing project has been proposed for a large parcel on 3610 Torrance Boulevard, where a long-vacant commercial site sits at the edge of the Del Amo retail district. The application, submitted by Vista Homes, outlines a plan to bring 449 apartments to a corridor that has seen relatively little residential growth despite sustained demand across the South Bay.
According to planning filings, the project would introduce a mix of one-, two-, and three-bedroom homes and incorporate parking within a structured podium garage. Forty-five apartments would be deed-restricted for low-income households, qualifying the development for density bonus incentives under state law. City materials indicate that the overall massing would range from six to eight stories, placing it among the tallest new residential additions contemplated in this part of Torrance.
Design documents by Ovalle Architects describe a layered exterior with shifts in massing and fenestration, using changes in material tone and balcony placement to organize the building’s length along Torrance Boulevard. The proposal also outlines a combination of light stucco and wood-tone cladding, as well as large window openings oriented toward the public street. While the building’s full amenity programming has not yet been detailed, the site layout positions the residential structures above a substantial parking base.
A schedule included in environmental review materials estimates that construction could begin in early 2026, followed by a multi-year buildout targeting completion in 2028. The project would join several other residential plans emerging near Del Amo Fashion Center, where under-utilized commercial parcels are increasingly being considered for housing.
For Torrance, which historically added new homes at a slower pace than many of its neighbors, the proposal marks a notable step toward reshaping an auto-oriented retail zone into a more mixed urban environment. Further review will determine how the project fits within the city’s broader redevelopment strategy and evolving expectations for the area’s major corridors.
