Plans have been filed for redevelopment at 25480 Hawthorne Boulevard, where a vacant lot at the southern edge of Torrance is proposed to become a small-scale senior housing development with limited ground-floor commercial space. The project, named Walteria Terrace Garden, introduces residential use to the site through a low-rise mixed-use configuration rather than a larger or more intensive buildout.

The proposal calls for a three-story building containing 20 one-bedroom apartments intended for older adults. One of the units would be reserved as a very low-income affordable home, while the remaining apartments are planned as age-restricted housing. Residential space is positioned above 1,608 square feet of ground-floor commercial area, which is scaled to serve nearby residents rather than function as a major retail destination.

Parking for the project is fully accommodated below grade, with 20 subterranean spaces accessed from the site, allowing the building to present a residential character along Hawthorne Boulevard without surface parking or drive aisles interrupting the street frontage. This approach keeps the focus on housing while maintaining a compact footprint on the corner parcel.

Architectural plans prepared by BSB Design depict a contemporary low-rise structure finished in painted stucco, with simple massing and consistent fenestration across the three levels. The building’s scale and materials are intended to fit within the surrounding context while marking a transition between Torrance and the adjacent Rolling Hills Estates area to the south.
