The project is being developed by Brennen Hakimian, with architectural design by Warren Techentin Architecture. Together, the team has pursued a small-scale infill approach that maximizes housing within the limits of a narrow site while remaining eligible for TOC incentives.

Plans call for 18 apartments spread across six stories, with a notably wide unit mix ranging from studios to five-bedroom residences. Basement parking is limited to 12 spaces, reflecting the project’s proximity to transit and the reduced parking allowances enabled through TOC regulations.
The building is designed as a podium-style structure with a smooth stucco exterior finished in a muted mint-green tone. Broad window openings and rounded edges soften the massing, while the corner location allows the structure to address both Ohio Avenue and Veteran Avenue without relying on surface parking or setbacks.

Three of the apartments are reserved for extremely low-income households, a requirement tied directly to the project’s entitlement path. In exchange, the development is permitted to exceed base zoning limits, illustrating how affordability incentives continue to shape building scale and feasibility in high-cost neighborhoods.
The Ohio Avenue project is one of several residential developments by Hakimian and Techentin along Veteran Avenue, signaling a gradual shift toward denser, transit-oriented housing along the corridor. Rather than transforming the area through a single large project, these smaller buildings collectively demonstrate how zoning policy is incrementally reshaping Westwood’s residential fabric.
