Plans to develop a parcel located at 1251 North Spring Street, Chinatown, Los Angeles, have moved forward after five years. The City Planning Commission will review updated plans and design concepts. The project proposal includes the construction of a large mixed-use building with housing and commercial space.
S&R Partners and Lincoln Property Co (subsidiary LPC West) are developing the project. RIOS is responsible for the design concepts and construction.
The property site is a narrow parcel spanning an area of eight acres. Named The Buena Vista Project, the high-rise will bring more than 900 apartments. Originally, the project proposed a 1.1-million-square-foot development with 920 apartments, 17 live/work lofts, and 21,000 square feet of commercial space. The revised proposal includes 986 residential units, offered as a mix of micro-units, one and two-bedroom apartments, and live-work lofts. Plans call for a larger commercial space, including 15,000 square feet of retail space and 24,000 square feet of indoor-outdoor restaurant space. An above-grade structure and 1,400 parking stalls at subterranean levels will be designed.
Another change from the original proposal is affordable housing. The developers will set aside 200 apartments at a below-market rate. While plans called for multiple low-rise and high-rise buildings, the visual centerpieces of the original plan would have been 14- and 15-story structures oriented toward the northern and southern edges of the property.
Revised renderings reveal larger structures, featuring 26 and 22-story towers with a common podium on the south. The facades will rise to a height of 348 and 304 feet, respectively. The northern part of the site will contain a 15-story, 213-foot-tall building.
Landscaped areas, central green spaces, and elements for pedestrian movement remain the same.
Pending the approval of entitlements by the City of Los Angeles, including a general plan amendment and a zone change, the construction of Buena Vista is expected to occur in two phases. Construction is expected to commence on the south parcel in March 2023 and conclude by February 2026, with work beginning on the north parcel immediately afterward and concluding in January 2029.
The property site is located on Broadway, overlooking a 30-acre park.
