An affordable housing complex is under construction at 4655 East 3rd Street in Maravilla in East Los Angeles. The project proposal includes the construction of a new four-story building offering apartments at affordable rates.

AC Martin is responsible for the designs.

Named Las Dahlias, the project upon completion will bring 78 dwelling units at affordable rates. Las Dahlias will offer studios, one-bedroom and two-bedroom units to individuals and families with household income qualifying maximums at various set-asides ranging from 30% to 60% of the Los Angeles County Area Median Income (AMI). Las Dahlias will also offer one two-bedroom apartment set aside for the onsite manager. Out of the total 39 apartments have been set aside for unhoused individuals or individuals with special needs. The units are designed as a mix of 15 studios and 24 one-bedroom floor plans. The project brings eight Mobility units and four Hearing/Visual units.

Per Los Angeles County Housing Center, Las Dahlias offers an array of onsite community amenities, including programs and services provided by the Hope through Housing Foundation and several other community partners. PATH will provide individualized case management and crisis intervention services designed to assist residents in maintaining stable housing and developing independent living skills.

Community amenities include community room, community kitchen, computer room, BBQ and picnic areas, community garden, elevator, laundry facilities, supportive service offices, onsite management, public pocket park access.

In order to have equal access to a housing program, the project will also be able to provide services for applicants in need of accessibility assistance (a reasonable change in policies) such as reasonable structural modification, an accessible unit or the provision of auxiliary aids and services. Pets are allowed, however, pet density restrictions will apply.

The project anticipates completion in February 2024. The property is in its pre-waitlist period in early-January, when applicants can enter their names for a lottery process. Pre-Applications will be accepted online, in person and by mail starting at 8 a.m. Wednesday January 3, 2024. The pre-application process will close at 5 p.m. Wednesday January 17, 2024.
