A groundbreaking ceremony was held to inaugurate an affordable housing project proposed for development at 14617 Ramona Avenue in Baldwin Park, Los Angeles. The project proposal included the development of a three-story affordable housing complex offering residential spaces, meeting areas, and staff offices.

Cesar Chavez Foundation is the project developer.

Named The Esteban E. Torres Village, the residential project will bring 51 apartments for families and survivors of domestic violence. It will rise three stories high and yield a total built-up area spanning 6,400 square feet. Services to be offered to residents include mental healthcare referrals, education, and employment training.

Additionally, the apartment complex will boast 5,700 square feet of open space, including two courtyards, a rooftop deck, and a community garden.

The housing complex is named after former congressman Esteban E. Torres. The residential project will be located near the Baldwin Park Metrolink station.
