A new residential apartment complex has been proposed for development at 2911 East Cesar Chavez Avenue in Boyle Heights, Los Angeles. The project proposal includes the development of a new multi-family housing development offering 28 units. If approved, small on-site apartment buildings built in the 1920s will be demolished in order to make way for the project.

Neo Investment Group is the project developer. Del Arch Design Inc is responsible for the designs. GA Engineering is also a part of the project team.

The scope of work involved the development of a larger multifamily residential development rising six stories high. The residential units will come as a mix of studios and two-bedroom floor plans for a total of 28 units.

Requested entitlements for the project include Transit Oriented Communities incentives to permit a larger building than otherwise allowed by zoning rules. In exchange, a portion of the new apartments are to be reserved for rent as affordable housing at the extremely low-income level. The developer is utilizing AB 2097 to allow for no on-site parking.

Renderings reveal a contemporary podium-type building designed in painted stucco. Open spaces include private balconies, a rear yard, and an interior recreation room.

A project application has been submitted to the Los Angeles Department of City Planning. The project site is located toward west of Evergreen Cemetery.
