A long-vacant parcel along Wilshire Boulevard in Windsor Square may soon see redevelopment, as preliminary plans have been submitted for a new mixed-use condominium project at 4135 Wilshire Boulevard. The site, located on the north side of Wilshire between Bronson Avenue and Irving Boulevard, has remained undeveloped for decades and now appears poised for a significant infill proposal.
According to materials filed with the City of Los Angeles, the property owner, Terra Capital, is seeking approval for an eight-story building encompassing approximately 104,000 square feet. As proposed, the development would contain 54 for-sale condominium units arranged in one-, two-, and three-bedroom layouts, along with roughly 4,100 square feet of ground-floor commercial space fronting Wilshire Boulevard.
To achieve its proposed height and density, the project would utilize incentives under California’s Density Bonus Law. Plans indicate that three of the residential units would be reserved for very low-income households, allowing the project to exceed base zoning limits. The building would rise to nearly 109 feet, a scale that reflects the corridor’s evolving development pattern while remaining subject to discretionary review.
The site’s location places it near the Wilshire and Crenshaw intersection, an area that has played a key logistical role during construction of Metro’s Purple Line extension. While no station is planned directly at the intersection, nearby parcels have been used for staging activities, and Metro has begun soliciting development interest for properties once construction operations conclude.
If approved, the project would introduce new ownership housing to a stretch of Wilshire Boulevard characterized by a mix of historic apartment buildings, institutional uses, and underutilized parcels. The proposal represents an early step in reactivating a site that has remained vacant since at least the mid-20th century, adding residential and commercial activity to one of the city’s most prominent east–west corridors.
