California Landmark Group has presented two alternative redevelopment concepts for a property located at 21241 Ventura Boulevard in Woodland Hills, according to materials shared with the Woodland Hills-Warner Center Neighborhood Council. The site is currently occupied by low-rise commercial buildings and surface parking, and no final development proposal has been selected.

The first option under consideration involves the construction of a townhome community consisting of 111 residential units. Submitted to the Los Angeles Department of City Planning in late 2023, that proposal calls for a mix of two- and three-bedroom homes spread across the approximately 3.88-acre site. Project materials indicate that seven of the townhomes would be reserved for very low-income households, with affordability secured through density bonus incentives.
A second, more intensive alternative was submitted in Summer 2025 following the adoption of AB 2334. That proposal would replace the site with a seven-story mixed-use building rising to approximately 105 feet in height. Plans describe 578 apartments positioned above roughly 7,401 square feet of ground-floor commercial space, along with a two-level parking structure providing capacity for 609 vehicles. Under this scenario, 48 of the apartments would be set aside for very low-income households through the density bonus program.

Architectural renderings for both options depict a Spanish-style design language, characterized by white stucco façades and red tile roofs. While the building scale and configuration differ significantly between the two concepts, both retain a consistent exterior aesthetic across the site frontage along Ventura Boulevard.
No discretionary approvals have been issued for either proposal. According to the neighborhood council presentation, the developer has not yet determined which option will advance and indicated that future market conditions will play a role in selecting a final development program. Any chosen project would require further review and approval by the Los Angeles City Planning Commission.
