A new for-sale townhome development has been approved at 21241 West Ventura Boulevard in Woodland Hills, where the Los Angeles City Planning Commission has cleared a density bonus project proposed by California Landmark Group. The entitlement allows the construction of a three-story residential complex that would introduce a large concentration of ownership-oriented housing along the Ventura Boulevard corridor.
Plans call for a 196,000-square-foot development consisting of 126 for-sale homes, supported by 275 on-site parking spaces. As a condition of approval, seven of the homes are required to be made available to Very Low Income households, satisfying affordability requirements tied to the project’s use of state density bonus incentives.

The townhomes are designed by KTGY and are presented as a cohesive residential campus composed of multiple three-story buildings. Renderings show Spanish Revival–influenced architecture with stucco façades, clay tile roofs, articulated rooflines, and individual unit entries. Courtyard-style internal circulation and landscaped pedestrian paths are used to organize the site and reduce the perceived scale of the development along its edges.
In parallel with the approved townhome entitlement, the developer has also explored an alternate concept for the site that would replace the townhomes with a substantially larger mixed-use apartment building. That separate proposal, which has not yet been considered by the Planning Commission, envisions a seven-story structure with several hundred rental units above ground-floor commercial space and a multi-level parking garage. No approvals have been granted for that option.
With planning approvals now in place for the townhome project, the Ventura Boulevard site is positioned to deliver a sizable amount of for-sale housing in an area where new residential growth has increasingly taken the form of higher-density development. The approval reflects a broader trend in Woodland Hills toward adding housing capacity through a range of building types as redevelopment pressure continues along major commercial corridors.
