Construction is underway for a new multifamily residential development at 1838 South Brand Boulevard in Glendale. The project is located at the southeast corner of Brand Boulevard and Topock Street in the city’s Tropico neighborhood, approximately one block north of the Los Angeles border.
The development was originally entitled in 2020 by Nor Brand LLC, a Pasadena-based entity affiliated with Toledo Homes. In 2022, the site was sold for approximately $8.1 million to a new ownership group led by Gagandeep Lakhmna, who is currently overseeing construction. The design was authored by Alajajian Marcoosi Architects.

Approved plans call for the construction of a five-story apartment building containing 80 residential units. The apartments will be offered in a mix of studio, one-bedroom, two-bedroom, and three-bedroom floor plans. A total of 139 parking spaces will be located in a below-grade garage, including 127 for residents and 12 for guests.
The project was approved through Glendale’s density bonus program. In accordance with city requirements, five units will be reserved for very low-income households, and the developer has paid an in-lieu fee equivalent to five additional affordable units.
The building is arranged in a U-shaped massing around a central landscaped courtyard. Renderings depict a contemporary design composed of light-colored stucco, darker wood-tone cladding, and floor-to-ceiling windows with glass balcony railings. A rooftop deck crowns the structure, while a double-height corner entry anchors the frontage along Brand Boulevard.

On-site amenities will include a gym, community room, and multiple outdoor open spaces totaling more than 15,000 square feet. All units will have access to private or shared outdoor space via balconies or courtyard-facing circulation.
Building permits were issued following the project’s approval in early 2020. As of mid-2025, framing is nearing completion and exterior finishes are beginning installation.

This project has been halted, which is good because the entire construction has been a disaster. They’ve repeatedly dumped concrete down the sewer drains on multiple occasions, failing to clean the runoff concrete they left flowing along the street. Currently they have a dumpster thats been sitting for 6 months that has been collecting rats. The entire thing is an ADA nightmare too, they’ve obliterated all the sidewalks and erected scaffolding in the path, as well as crafted a crude, way-too-tightly angled wooden sidewalk extension that no wheelchair could turn. The office contact cited on the job site listing has never once responded to any complaints or requests to clean the area or improve the situation for the community. Glendale – always putting residents last and profits first.
