An affordable housing proposal planned for 13840 West Sherman Way in Reseda remains under City Planning review as officials consider an appeal challenging earlier approvals for the project. The appeal, submitted by neighboring property owners, prompted a review by the Los Angeles City Planning Commission of a ministerial density bonus determination issued for the site.
GA Engineering is responsible for the designs.
Project filings describe a four-story residential building containing 86 apartments, all restricted to low- and moderate-income households. The development is proposed by LA Developed, LLC, and would include 67 low-income units, 18 moderate-income units, and one manager’s unit, with affordability covenants recorded for a 55-year period under state law.

Plans show the building rising to approximately 47 feet in height and incorporating 57 on-site parking spaces in a surface parking configuration. Additional site features include bicycle parking and open space areas integrated into the project layout. City Planning records indicate that the property has not hosted residential uses in recent years, meaning the proposal is not subject to replacement housing requirements.
The appeal raises concerns related to project scale, parking supply, and neighborhood compatibility, as well as procedural issues tied to public notification. Planning staff acknowledged that an initial approval notice did not reach all adjacent property owners and subsequently reissued the determination with a revised appeal window, allowing the current challenge to be formally reviewed.

City Planning staff have prepared a response evaluating the appeal and the project’s eligibility for density bonus incentives, and the matter is now part of the commission’s administrative review process. While no changes to the proposal have been announced, the outcome of the appeal review will determine whether the existing approvals remain in place or whether additional action is required before the project can advance.
