A large property along Washington Boulevard in Culver City is being evaluated for redevelopment into a residential and commercial campus organized around open space and street-level activity. The site at 10950 Washington Boulevard spans roughly six acres and is proposed to be reconfigured with new housing, retail uses, and publicly accessible outdoor areas.
Plans submitted for Planning Commission review outline the construction of two five-story buildings arranged across the property. Together, the buildings would contain 508 apartments, introducing a substantial residential component to a corridor historically dominated by office and industrial uses. Ground-floor space totaling approximately 14,000 square feet is reserved for commercial tenants, positioning retail and neighborhood-serving uses along Washington Boulevard.
Vehicle parking would be accommodated within the project footprint, with capacity planned for 715 cars. Rather than isolating parking in a standalone structure, the proposal integrates garage levels into the overall building massing, allowing residential and commercial uses to define the site’s outward-facing edges.
The project advances through density bonus provisions, which permit additional residential floor area beyond baseline zoning standards. In exchange, 79 of the apartments would be restricted for low-income households, embedding affordability into the larger residential program.
Architectural plans prepared by KFA Architecture emphasize open space as a central organizing feature. More than 100,000 square feet of landscaped areas are distributed across the site, including a publicly accessible plaza of roughly 10,000 square feet that opens directly onto Washington Boulevard and functions as a shared outdoor room for residents and visitors.
The development is being advanced by Hudson Pacific Properties, a company best known for its portfolio of office and studio properties across Los Angeles. If approved, the Washington Boulevard project would mark a significant shift in land use for the site, introducing mid-rise housing and public space at a scale not previously present on the property.
