A mixed-use development at 4464 West Sepulveda Boulevard in Culver City is being designed as a combined residential and community-serving project, where new housing and institutional space are integrated within a single structure. The proposal reconfigures land owned by Culver-Palms United Methodist Church to accommodate both long-term residential use and expanded facilities for congregation and neighborhood activities.

Plans call for a six-story building containing 95 apartments alongside new spaces dedicated to church functions. These include multipurpose rooms intended for gatherings and programming, allowing the site to retain an active civic role while introducing a significant number of housing units.

The residential component is structured to serve a range of income levels within the affordable housing spectrum. Units are divided between households earning moderate and lower income tiers, with allocations spanning from approximately 30 percent to 80 percent of area median income. Apartment layouts include one-, two-, and three-bedroom configurations.

Additional features within the development include shared outdoor and indoor amenities such as a children’s play area, landscaped garden space, common laundry facilities, and structured parking accommodating 56 vehicles. These elements are distributed across the site to support both residents and community users.

The project is being developed by Community Corp. of Santa Monica in partnership with the property owner, Culver-Palms United Methodist Church. Designs by FSY Architects depict a contemporary podium-style building with a simplified massing strategy and a restrained material palette.

The development reflects the use of state legislation that enables residential construction on land owned by religious institutions, allowing the site to transition into a hybrid model that combines housing with ongoing community-serving uses. Completion of the project is anticipated in 2028.
