Construction has commenced for a major multifamily development at 22107–22133 South Vermont Avenue in West Carson, marking a key step in the transformation of the South Bay corridor. The project, titled Bungalows of Torrance, is being developed by JPI and will introduce 525 new apartments to a five-acre site formerly occupied by industrial buildings.
The six-story structure will feature a range of studio, one-, two-, and three-bedroom units, including 34 apartments reserved for very low-income households. Those affordable units qualify the project for density bonus incentives under the West Carson Transit-Oriented Development Specific Plan, a 2019 policy framework aimed at promoting mixed-use and pedestrian-friendly growth near major corridors.

Renderings show a series of articulated residential wings unified by framed balcony recesses and alternating color palettes of deep gray, warm terracotta, and muted neutrals. Ground-floor glazing opens to landscaped entry zones lined with palms and pedestrian walkways, while upper levels integrate multiple outdoor decks and private terraces. A rooftop amenity level will include a pool deck, pickleball courts, fitness center, and social lounges, creating community space within the building’s central podium.
Originally entitled by CGI+, the site was acquired by JPI in 2024 for approximately $40 million. The Dallas-based developer expects the first residences to welcome tenants in 2027, complementing other ongoing JPI projects in Long Beach, Inglewood, and Monrovia.
Situated just south of Harbor-UCLA Medical Center, the development aligns with Los Angeles County’s broader strategy to concentrate housing near employment and transit infrastructure. Once complete, Bungalows of Torrance will stand among the largest additions to the West Carson housing pipeline in recent years.
