Plans have been approved for a new residential building at 10953 Whipple Street, where a five-story structure is proposed on a compact parcel in Toluca Lake. The site sits just east of Vineland Avenue and is slated for a fully residential development with no on-site vehicle parking.

The project is planned as a mid-rise block organized without a podium or garage, allowing the full building envelope to be dedicated to housing. A single street-facing entrance anchors the ground level, while the upper floors rise as a continuous residential volume. The absence of parking infrastructure shapes both the massing and the building’s relationship to the street, resulting in a straightforward vertical form.

Plans call for 91 apartments, consisting of one- and two-bedroom units distributed across five residential levels. Without parking occupying the lower floors, the building maintains a consistent floor plate from the ground level upward, reinforcing a compact and repetitive layout suited to high-yield residential use.

Renderings depict a rectilinear structure with a restrained exterior composition. Windows are arranged in a regular grid across the facades, and a central vertical element marks the main entry. The design emphasizes uniformity and clarity rather than setbacks or articulation, presenting the project as a single, cohesive residential block.

The development is being pursued by HVN Development and designed by Stockton Architects. All 91 apartments are proposed as deed-restricted affordable housing units serving low- and moderate-income households. When completed, the project will introduce a parking-free affordable housing building that prioritizes residential density within a compact mid-rise form along Whipple Street.
