A church-owned property in the Manchester Square neighborhood of South Los Angeles is being transformed into a new affordable housing development at 7924 South Western Avenue, where construction is nearing completion on a five-story residential building.
The project replaces a former parking area associated with Bethel A.M.E. Church, which sits directly adjacent to the development site along Western Avenue. Plans call for 53 income-restricted apartments within a five-story residential structure rising on the site.

Plans for the development emphasize smaller residential layouts, with the project designed primarily around one-bedroom apartments intended to serve individuals requiring stable housing. The building will also provide on-site supportive services, a component commonly incorporated into housing developments serving residents transitioning out of housing insecurity.
The project is being developed by RMG Housing, a firm that has pursued multiple affordable housing projects through partnerships with religious institutions. Financing for the development includes support from several funding sources, including an $11.3 million investment from SDS Capital Group’s supportive housing fund.
The development reflects a broader strategy of utilizing underused land owned by churches and nonprofit institutions to expand affordable housing supply across Los Angeles. RMG Housing has applied a similar approach elsewhere in South Los Angeles, including another supportive housing project developed on church property along San Pedro Street.
