Mixed-Use Development Approved at 401 Pacific Coast Highway in Redondo Beach

A four-story mixed-use development featuring 49 residential units and ground-floor commercial space has been approved for 401 Pacific Coast Highway in Redondo Beach. The project, identified in plans as Nivasa, will redevelop a site along the Pacific Coast Highway corridor with new housing positioned above street-level retail.

Proposed by Redondo Seaside Living, LLC and designed by DFH Architects, the building will include a mix of one-, two-, and three-bedroom residences. Eight apartments are designated for very low- and moderate-income households. Parking for 61 vehicles would be accommodated within a structured garage integrated into the project.

Renderings depict a contemporary coastal-inspired façade organized into articulated volumes with recessed balconies and projecting planter boxes. Ground-floor storefronts are framed by arched openings, creating a consistent street edge along Pacific Coast Highway. A central pedestrian passage provides access to upper-level residential entries, visually dividing the mass into two primary wings.

The proposal utilizes state density bonus provisions in combination with AB 2011, allowing a larger building envelope than would otherwise be permitted under local zoning standards. The approved configuration maintains four stories in height while introducing both residential and commercial uses at the site.

The project had previously been denied by the Redondo Beach Planning Commission. An appeal brought the proposal before the City Council, which voted to approve the development earlier this month.

The site is located several blocks inland from the Redondo Beach shoreline along a commercial stretch of Pacific Coast Highway. With approval secured, the project moves forward as a new mixed-use infill development within the coastal corridor.
