The residential composition includes a mix of income-restricted units, with allocations for low-, very low-, and extremely low-income households integrated into the overall unit count. Approximately 2,705 square feet of retail and restaurant space is proposed along the street frontage, establishing a mixed-use component at grade.
The project would rise to a maximum height of 86 feet and encompass roughly 252,000 square feet of floor area across a 1.4-acre site. The development footprint reflects a substantial intensification of land use compared to existing conditions, which currently consist of multiple low-rise residential buildings and surface parking areas. Implementation of the proposal would require demolition of eight residential structures, several of which fall within the Flower Drive Historic District.

Site planning materials indicate a building organized around a central internal open space, with residential units distributed along the perimeter and above a ground-level podium containing parking, service areas, and lobby functions. Circulation and access are structured through multiple entry points, including a primary frontage along Figueroa Street and secondary access from adjacent streets. The inclusion of internal courtyards and upper-level open space areas introduces shared outdoor environments within the building envelope.

Elevations depict a multi-volume composition with articulated massing across the length of the block. The façade system combines flat panels, stucco surfaces, and metal elements, with variations in tone used to differentiate vertical and horizontal sections of the structure. Recessed portions and projecting elements break down the overall scale, while consistent window spacing establishes a regular rhythm across the elevations.
The project is being advanced by Red Penguins QOZB, LLC and is currently undergoing environmental review, with an Environmental Impact Report required to evaluate potential effects associated with the proposed redevelopment.
