A previously entitled development site at 380 South Rosemead Boulevard in unincorporated East Pasadena is now tied to a revised residential plan with 169 apartments. The project would rise seven stories and is being developed by Legendary Development, with Urban Architecture Lab listed as the design firm.

The site had earlier approvals for a larger residential project. Property records identify the parcel as a roughly 1.09-acre MXD-zoned lot with a prior entitlement for 193 apartments in a seven-story building over subterranean parking. Compared with the prior entitlement, the latest project information identifies a lower apartment count while retaining a seven-story building program.

The updated housing program includes studio, one-bedroom, and two-bedroom apartments. Plans also show 215 vehicle parking spaces in a basement garage. At the ground floor, live/work units would face South Rosemead Boulevard, placing residential and work-oriented space along the street frontage. Of the 169 apartments, 13 units are planned for extremely low-income households.

Renderings show a mid-rise building organized with a long street-facing elevation and a varied exterior treatment. The façade uses alternating light and dark panels, vertical cladding, recessed balcony rows, and a segmented upper-floor composition. Along the ground level, the images show glazing, planters, and pedestrian access points below the residential floors.

Open space is planned throughout the project, with more than 16,000 square feet programmed across several outdoor areas. The amenity spaces include a rooftop terrace, pool deck, central courtyard, and rear yard. Additional landscaping is shown along the sidewalk edge and within outdoor areas above the podium.

Construction is expected to begin in late 2026.
