Safe Harbor II is under construction at 728 North Lagoon Avenue in Wilmington as a four-story permanent supportive housing development designed around family-sized apartments and shared outdoor space. The project will contain 40 homes, including 39 two-bedroom supportive housing units and one manager’s apartment. Holos Communities is developing the property in partnership with TPC Homes/The People Concern, with Lorcan O’Herlihy Architects (LOHA) serving as architect.
The supportive apartments are intended for formerly unhoused families in Los Angeles County Service Planning Area 8. In addition to the residential units, the development will include supportive-service offices, on-site property management, and a community room, allowing housing and resident services to operate within the same property.
Three courtyards form part of the project’s common-space program. The landscape plan also calls for a garden, dog run, and a palette of 19 native and drought-tolerant plant species, along with vines, bamboo, and three types of trees. The outdoor areas are designed to provide landscaped gathering space while reducing water demand.
The supplied rendering shows the building divided into several connected four-story volumes with varied roof heights. White, light gray, and darker gray exterior sections are combined with vertical cladding and projecting window surrounds, while landscaped areas soften the perimeter of the development. Openings between portions of the building correspond with the broader courtyard-based organization described in the project materials.
Construction began in January 2026, and the current development schedule calls for lease-up to begin in spring 2027. Safe Harbor II is expected to become operational in fall 2027. Recent construction documentation shows the project in active vertical construction, with wood framing advancing across the site.
