A new residential development is set to rise at 5425 West Carlton Way, bringing 139 apartments to a block just north of Hollywood Boulevard in East Hollywood. The project, led by ROM Investments with design work by Steinberg Hart, has received full approval from the Los Angeles City Planning Commission.

According to an information sheet shared with the East Hollywood Neighborhood Council, tenants temporarily displaced by the construction will be eligible for relocation assistance and have the right to return once the new units are ready.

The eight-story structure will add 131 new apartments and preserve an existing two-story building with eight units, resulting in a total of 139 residences. Plans call for a mix of studios, one-bedroom, and two-bedroom floor plans, with 17 units reserved for low- and very low-income households. The project benefits from density bonus incentives to exceed typical zoning limits.

Residents will have access to a landscaped courtyard, a rooftop pool deck, and 148 parking spaces in a subterranean garage. The site is located near Metro’s Hollywood/Western Station, offering convenient access to transit and local amenities.

With crisp white facades and staggered balconies, the design balances openness and privacy. A verdant central courtyard and warm-toned pool deck provide outdoor retreats framed by the building’s angular geometry.

Construction is expected to begin in late 2025, with completion targeted for 2027.
