The newest chapter of the $1‑billion Jordan Downs remake has opened its doors. Kalmia Rose, a $54‑million collaboration between BRIDGE Housing and HACLA, replaces two vacant blocks at 9704 & 9808 South Kalmia Street in Watts, with 76 family‑sized apartments wrapped around a trio of landscaped courtyards. The mix includes one‑ through four‑bedroom homes; 61 are income‑restricted at 30‑60 percent AMI, 14 are market‑rate, and one is reserved for an on‑site manager.

KTGY’s plan splits the site into podium buildings fronting Century Boulevard and walk‑ups along Kalmia, a move that threads lower rooflines into the surrounding neighborhood while hiding tuck‑under parking at the podium edge. Facades trade Jordan Downs’ historic red brick for a palette of ivory stucco, bronze metal panels, and deep green accents.

At ground level, the architecture defers to open space: two half‑acre lawns flow into the courtyards, framed by looping seat‑walls that double as outdoor classrooms for resident service provider El Nido Family Centers. Podium‑level decks overlook those greens, while rooftop patios give long views toward the Watts Towers and the Blue Line viaduct. Inside, a glass‑lined community room anchors the main court; laundry lounges and bike rooms sit a half‑flight above grade to keep eyes on the play areas while screening mechanical equipment from the street.

Financing combined Low‑Income Housing Tax Credits, City of L.A. Prop HHH funds, and gap loans from HACLA’s Replacement Housing pool, allowing more than half the units to serve as replacement homes for long‑time Jordan Downs residents displaced by earlier demolition phases.

Construction, led by Portrait Construction, finished in late June after a 20‑month build.

Kalmia Rose marks BRIDGE Housing’s third delivery inside the 118‑acre specific plan, following Cedar and Sage at the community’s western edge.
