New 7-Story ED 1 Affordable Housing to Rise at 1520 Saltair Avenue in Sawtelle

A new affordable housing complex is planned for 1520 Saltair Avenue in Sawtelle, replacing a long-closed restaurant near the intersection of Santa Monica Boulevard and Bundy Drive. Los Angeles-based developer Passo has filed plans to construct a seven-story building featuring 162 studio and one-bedroom apartments. No on-site parking is proposed.

The project is being processed through Executive Directive 1, the mayoral order that allows ministerial approval for 100-percent affordable housing. By using ED 1, Passo is able to streamline the review process and access density and height incentives through the City’s Affordable Housing Incentive Program.

Designs by Aero Collective call for a contemporary building organized around a central courtyard, with a rooftop deck providing outdoor space for residents. The plans emphasize open-air circulation and shared amenities while keeping the footprint efficient on the small site.

The Saltair Avenue project is one of several affordable housing developments Passo is advancing in the Sawtelle neighborhood, alongside proposed ED 1 buildings on Barrington and Stoner Avenues. Together, the projects reflect an ongoing effort to bring new income-restricted housing to the Westside, where demand has long outpaced supply.
