San Diego-based CPR Affordable Housing and Community Development has filed plans for a new affordable housing complex at 1756–1776 East Colorado Boulevard in Pasadena, a site located just east of the Pasadena City College campus. The proposal, titled Colorado Crest, calls for the construction of a seven-story mixed-use building that would replace three existing commercial structures along the corridor.

According to the application submitted to the Pasadena Design Commission, the project would feature 88 one-, two-, and three-bedroom apartments, including income-restricted units reserved for low-income households. The development would also incorporate approximately 2,000 square feet of ground-floor commercial space and 23 parking spaces in a configuration consistent with Pasadena’s transit-oriented housing guidelines. The proposal is currently under preliminary design review, with no formal vote expected until subsequent hearings.

Designs by Shelter Architects depict a clean contemporary structure articulated by vertical window groupings and green-accented panels that break up the building’s mass. The ground level is lined with large storefront glazing to establish a transparent, pedestrian-friendly frontage along Colorado Boulevard. The upper floors step slightly back at corners, framing the residential façade and allowing for light wells and small outdoor terraces.

The seven-story structure would rise within Pasadena’s East Colorado Boulevard Specific Plan area, which encourages higher-density mixed-use housing near major transit routes and institutions such as Pasadena City College. The corridor has seen steady infill activity in recent years, adding new apartment buildings and affordable housing initiatives as part of the city’s broader strategy to address rising demand. CPR Affordable Housing, which specializes in income-restricted communities across Southern California, is simultaneously advancing another affordable project near the A Line’s Sierra Madre Villa Station, reinforcing Pasadena’s long-term housing production goals.

If approved, Colorado Crest would introduce nearly ninety affordable homes along a key urban corridor, complementing ongoing reinvestment in East Pasadena while contributing ground-floor retail and improved streetscape activity.
