The project team is focused on small-lot and infill housing. The application to the Department of City Planning requests approval under Executive Directive 1 and the Density Bonus program, allowing added height and floor area in exchange for a 100 percent affordable program.Plans call for a four-story building containing 49 one- and two-bedroom apartments, with no on-site parking; a decision consistent with recent transit-oriented, affordable projects that prioritize housing over car storage.
Renderings reveal a minimalist stucco volume articulated by subtle projections and recessed windows. The simple geometry reflects a cost-conscious approach while maintaining a clean, contemporary appearance along the quiet residential street.
The site sits within walking distance of the NoHo West redevelopment, which has transformed a former mall into a 25-acre mixed-use hub with housing, retail, and entertainment. Avenue Homes and Open Office are also collaborating on a similar affordable housing effort in Historic Filipinotown, underscoring their ongoing role in Los Angeles’s emerging generation of ED1-driven projects.
As citywide streamlining policies accelerate approval timelines, projects like Hazelhurst Place demonstrate how compact infill can meaningfully expand the supply of deeply affordable housing within existing neighborhoods.
