A stretch of Culver Boulevard in Del Rey is seeing a new wave of small-scale infill, and the latest proposal at 11907 Culver Boulevard continues that shift toward compact, income-restricted housing. The project would replace several aging residences with a five-story building configured specifically for low- and moderate-income renters.
The development is led by property owners Mike and Denise Stern. Metropolis Architecture is designing the building.
The application, submitted through Executive Directive 1 and the Density Bonus program, outlines 57 studio and one-bedroom apartments without on-site parking. By focusing on smaller units and removing structured parking, the project achieves a layout that supports affordability while keeping the footprint efficient. All apartments are intended for households that qualify for restricted rents under city guidelines.
Renderings depict a clean, geometric facade punctuated by linear window groupings and simple massing shifts. The compact shape reflects the narrow residential lots typical of this section of Del Rey. Ground-floor spaces include residential entry points and landscaping that softens the building’s edges along Culver Boulevard, helping transition from the low-rise surroundings to a more contemporary multifamily form.
The project sits in a walkable pocket north of the Culver and Inglewood intersection, where recent development has introduced new housing and storefronts. Because the site is close to neighborhood-serving retail and bus connections, the car-free design aligns with ongoing efforts to diversify housing types without reinforcing vehicle dependence.
As Del Rey continues to balance long-standing homes with new ED1 projects, this proposal illustrates how incremental infill can steadily grow the supply of income-restricted housing on small lots. City review is underway as the project team seeks approval to move forward.
