The Los Angeles City Planning Commission has approved a new apartment complex at 2930 South Sepulveda Boulevard in Rancho Park, clearing the way to replace a vacant former bank building. The project adds another mid-rise proposal to a stretch of Sepulveda that has increasingly shifted from single-tenant commercial uses toward residential infill.

The application was filed for entitlements in 2024 by Kareco, and TCA Architects is responsible for the design.

Plans call for a six-story building with 77 apartments, including studios, one-bedroom units, and two-bedroom units, above semi-subterranean parking for 84 vehicles.

The approval relies on off-menu density bonus incentives, a policy tool that allows a larger building than standard zoning would typically permit when deeper affordability is provided. In this case, 12 apartments are set to be reserved for very low-income households, linking the project’s added scale directly to the inclusion of income-restricted housing.

Renderings depict a contemporary podium form that emphasizes the Sepulveda corner with extensive glazing at street level and a projecting canopy that carries the building address. Upper floors use repeated balconies and recessed outdoor spaces to break up the façade, with a lighter volume at one end and darker cladding along the longer wing. The parking levels are screened behind louvers and deep openings, while an amenity deck at the podium level adds shared outdoor space above the garage.

If built, the project would join a growing list of apartment developments replacing smaller commercial buildings along Sepulveda Boulevard.
