Plans have been filed with the City of Los Angeles for a new multifamily residential building at 2219 South Wellesley Avenue, a short walk south of the Expo/Bundy rail station in Sawtelle.
The proposal, submitted by Terra Capital, calls for an eight-story structure containing 42 apartments in a mix of studio, one-, and three-bedroom layouts. The building would include parking for five vehicles, reflecting a development program oriented toward transit access rather than on-site automobile storage.

Project materials indicate that the development would utilize Transit Oriented Incentive Area provisions, allowing additional residential density in exchange for the inclusion of affordable housing. Under the application, nine units would be reserved for low-income households, enabling a larger building envelope than base zoning would otherwise permit.
Design work is attributed to Kevin Tsai Architecture, with renderings depicting a contemporary infill structure featuring recessed balconies, arched façade elements, and a rooftop deck. Plans also show a rear yard providing additional open space for residents.

The Wellesley Avenue site sits immediately south of another Terra Capital project at 2215 Wellesley, which is also designed by the same architecture firm. Together, the two proposals suggest a coordinated approach to mid-rise residential infill along this stretch of Sawtelle, leveraging proximity to rail service to support higher residential density with limited parking.
According to information published by the developer, construction on the 2219 Wellesley project is anticipated to conclude in 2028.
