A new application filed with the Los Angeles Department of City Planning outlines plans to develop a long-empty parcel at 1340 North Glendale Boulevard in Echo Park. The site sits at a bend in the road where Glendale Boulevard transitions toward Elysian Heights.
The proposal comes from Terra Capital, which is seeking approval for a six-story building containing 59 apartments and approximately 2,000 square feet of street-facing restaurant space. The project would include a mix of studios, one-bedroom units, and a limited number of larger three-bedroom layouts. Parking for 21 vehicles would be located within the structure.

To move forward at the proposed scale, the development uses incentives available through the Opportunity Corridor Incentive Area. In exchange, seven of the units would be reserved for extremely low-income households.
Plans prepared by Kevin Tsai Architecture show a contemporary building shaped by its unusual site conditions. Because the parcel is bordered by public streets on all sides, the design is organized to bring daylight into each elevation and to maintain active edges along the ground floor. Renderings depict a curved corner massing and a ribbed exterior finish.

Terra Capital indicates that the project is targeting a 2028 completion. The firm is pursuing similar infill developments across Los Angeles, including another mixed-use project planned along Wilshire Boulevard.
If approved, the building at 1340 North Glendale Boulevard would fill one of the remaining undeveloped lots along this stretch of Glendale Boulevard, adding housing and neighborhood-serving retail at a prominent intersection.
