Six-Story Mixed-Use Infill Proposed at 2903 West Jefferson Boulevard in Jefferson Park

A small mixed-use development is moving through the planning process at 2903 West Jefferson Boulevard, where a vacant corner parcel could soon be replaced by new housing and neighborhood retail in Jefferson Park.

Design work for the project is attributed to Mika Design Group. The development is proposed by Kalnel Gardens, LLC.

Project filings submitted to the Los Angeles Department of City Planning describe a six-story building containing 26 residential units positioned above approximately 2,822 square feet of commercial space at street level. The development would introduce studio, one-bedroom, and two-bedroom apartments along a prominent stretch of Jefferson Boulevard.

Parking is limited to two on-site spaces, reflecting the project’s compact footprint and its emphasis on pedestrian-oriented frontage rather than auto-oriented site planning. The proposal seeks density bonus entitlements that would allow the building to exceed base zoning allowances, with three apartments designated as deed-restricted affordable units for very low-income households.

Renderings depict a contemporary podium-style structure capped by a rooftop amenity deck, with residential levels stacked above an active ground floor intended to engage the street. The building massing steps cleanly upward from the corner lot, reinforcing Jefferson Boulevard’s evolving mid-rise character.

Kalnel Gardens, LLC and Mika Design Group are also pursuing a separate development on the opposite side of Jefferson Boulevard, signaling a coordinated approach to incremental infill along the corridor. If approved, the project at 2903 West Jefferson Boulevard would add modest residential density while introducing new commercial space to a long-vacant site.
