A 26-Story Residential Tower Is Proposed for Burton Way in Beverly Hills

Plans on file with the City of Beverly Hills describe a residential tower that would rise 26 stories above Burton Way, introducing a building type that remains uncommon within the city’s largely low- and mid-rise development pattern. The proposal, located at 8844 Burton Way, concentrates its residential program into a slender vertical form rather than the broader massing typically associated with multifamily construction in the area.

The current iteration represents a shift in height rather than density. Earlier versions of the project proposed a 20-story structure with roughly 200 apartments, while revised submissions made in March and July of 2025 maintain the same overall unit count but redistribute it into a taller building envelope. Under the updated plans, the tower would reach approximately 309 feet at the roof and about 321 feet at its highest architectural point.

Designs prepared by Large Architecture show a glass-and-steel tower rising from a multi-level base that integrates both parking and building services. Vehicle storage would be split between a two-level above-grade podium and a three-level semi-subterranean garage, while resident amenities are positioned on the fourth floor and higher levels, including a large deck incorporated into the upper portions of the building.

The proposal also reflects changes to the project’s affordability program. Where earlier plans included a larger number of lower-income units, the revised version specifies a total of 22 affordable apartments, consisting of 14 units reserved for extremely low-income households and eight designated for moderate-income residents. Total parking has increased as well, from 277 spaces in the earlier scheme to 318 stalls under the current design.

The Burton Way site occupies the former location of the Temple Emanuel Youth Center and is being advanced through the Builder’s Remedy, a state provision that allows qualifying housing projects to proceed when a jurisdiction lacks a certified Housing Element. Beverly Hills accepted a limited number of such applications following a prolonged certification delay, placing the 8844 Burton Way proposal among a small group of high-intensity projects now under review.

For developer Crescent Heights, the Beverly Hills tower aligns with an established pattern of high-rise residential construction elsewhere on the Westside. The firm previously completed the 40-story Ten Thousand in Century City and continues to pursue large-scale residential towers in Koreatown, Downtown Los Angeles, and Hollywood.

If realized, the project would introduce a distinctly vertical residential presence along Burton Way, reshaping the immediate streetscape while reflecting a broader shift toward taller housing forms driven by state housing law rather than local zoning tradition.
