Construction is progressing at 828 West Anaheim Street in Wilmington on a new supportive housing development that will introduce a four-story residential building to the site. The project, known as Safe Harbor I, replaces a previously developed parcel with a higher-density residential use intended for long-term occupancy.
The building will contain 50 residential units, all designed as two-bedroom apartments. One unit is designated for an on-site manager. The project is being developed by Holos Communities in partnership with TPC Homes, with architectural design by LOHA.
At street level, the building incorporates interior spaces intended for operational and administrative functions, including areas for property management and resident support services. These spaces are integrated into the ground floor alongside shared indoor areas accessible to residents.
Outdoor space is distributed across multiple levels of the building. Portions of the ground floor include open-air areas with planted and paved surfaces, while additional shared spaces are located on upper levels, including roof areas accessible to residents.
The structure presents a contemporary exterior with a mix of solid and open elements. The massing is articulated through stepped volumes and recessed sections, with circulation areas and openings contributing to the building’s overall form.
Safe Harbor I is expected to reach completion in Winter 2027. The development is one of several projects by the same team currently underway in Wilmington, contributing additional supportive housing units within the neighborhood.
