Los Angeles planning officials have approved a residential expansion at 2413-2499 North Silver Lake Boulevard. The project would add new apartment buildings to an existing multifamily property while keeping the site’s current housing in place. The project is proposed by Fang Qian Morgan, Fang Qian Morgan EGST Trust, and Seth James Morgan EGST Trust. DFH Architects is responsible for the design.
The property currently contains seven residential buildings with 48 existing units. The new proposal would remove five carports and accessory structures, then construct three additional residential buildings on the western side of the site. The approved plan would add 76 apartments, bringing the property to 124 total homes. All of the new units are planned as one-bedroom apartments. Six of the added units would be reserved for very-low-income households for a 55-year term. The three new buildings would include one four-story structure and two five-story structures. City planning documents list 71,269 square feet of new floor area and a total floor area ratio of 1.44:1.

Parking would be placed below the new construction in three two-level subterranean garages. Plans call for 119 vehicle spaces, along with 59 long-term bicycle parking spaces and six short-term bicycle parking spaces. The development uses density bonus approvals and related waivers to allow the project’s height, parking count, building separation, passageway width, rear yard setback, and trash enclosure location. The tallest new building would reach 56 feet.
The case returned to the City Planning Commission after an earlier continuance. At the prior hearing, tenants and community members raised concerns about project scale, fire safety, parking, construction activity, traffic, and existing property conditions. City staff later added supplemental information on transportation review, parking, tenant communication, and Los Angeles Housing Department involvement.
As part of the review process, the applicant met with tenants in May 2026 to discuss concerns about existing conditions and future construction impacts. The applicant also committed to tenant updates, property improvements, construction impact mitigation, and coordination with the Los Angeles Housing Department.
The project site is located within the Silver Lake-Echo Park-Elysian Valley Community Plan area and is zoned R3-1VL. Planning documents state that the proposal qualifies for an AB 130 statutory exemption from CEQA.
